Recently, Dimber dela Cruz Celis, the leader and founder of the Philippine fraud company Forex Rice Trading Group (foreign exchange rice trading group), and three of his employees were arrested by the local police on suspicion of investment fraud.

Dimber dela Cruz Celis, 29, was arrested on November 12, 2020 in Iloilo City, Philippines, by the Criminal Investigation and Investigation Group of District 13 (CIDG-13), the intelligence unit of PRO-13 and Agusan del Sur police.


Capt. Dorothy M. Tumulak, PRO-13 Public information Officer, introduced Dimber dela Cruz Celis as "Caraga's top three most wanted men, the forex rice trading syndicate involved in the Ponzi scheme that victimized hundreds of people in Caraga and Davao regions."


A 52-year-old victim from Agusan del Sur said he lost more than half a million pesos in a Celis forex investment scam. He is now working with other victims to recover their losses from Celis, and although it is uncertain whether they will ever get their money back, Celis must get the punishment he deserves for this.


Three other suspected fraudsters have been arrested


A year after the arrest of Celis, the head of the Forex rice trading syndicate, three other fraudsters suspected of involvement in the investment scam were caught by Bayugan City police in a coordinated enforcement operation in Agusan South Province on November 24, 2021.


All three suspects worked for a foreign exchange trading investment scheme set up by Dimber dela Cruz Celiz. The suspect was identified as Aileen Miranda dela Cruz, 36, of Purok 3, Barangay Salimbugaon; Domindador Degorio dela Cruz, 56, from Purok 14, Poblacion; Joel Goloran dela Cruz, 45, of Purok 16, Poblacion, both in the town of Prosperidad.


According to local police, the three suspects hold long-term arrest warrants issued by the Seventh District Trial Court Branch of Bayukan City on December 20, 2019. That means the three have been in hiding for more than a year after arrest warrants were issued. Now, the fraud gang members were arrested by the police, waiting for them to be punished by the law.


The Foreign Exchange rice trading group was one of the Ponzi investment schemes that victimized residents in the region. The scheme promised impossibly high returns, paying the original investors with funds provided by the thousands of Caraganons investors who followed. Local police have warned residents in the area not to be fooled by any investment scheme promising high returns.
