Serbia's parliamentary elections have concluded, with the Student List coalition, which has built its profile around youth-driven reform demands, emerging as the winner. The country's political landscape is undergoing a shift. For financial markets, this is not just a political change in the Balkans; it will also shape regional trade arrangements, the pace of foreign investment access and the environment for infrastructure investment and financing.

The new government's core direction is to accelerate alignment with the EU single market and secure benefits such as subsidies, trade facilitation and easier movement of people. However, integration comes with regulatory constraints. Competition policy, environmental assessment, public procurement and foreign investment review will need to move closer to EU standards. Serbia's room for maneuver in industrial support and targeted investment promotion may be squeezed. For the EU, Serbia's deeper alignment would help strengthen supply chains in Southeast Europe and improve connectivity along logistics corridors such as the Hungary-Serbia railway. At the same time, the new government has limited governance experience, the coalition has internal divisions, and negotiations on the Kosovo issue could still deadlock. Policy continuity, fiscal stability and investor confidence will need to be watched. Brussels is likely to favor controlled, gradual reforms.

China-Serbia economic and trade cooperation already has a clear contractual foundation. Projects including HBIS Serbia Steel, the Hungary-Serbia railway and Zijin Mining have relatively high certainty of performance, and the free trade agreement framework has not fundamentally changed. There are no signs of decoupling in the short term. Changes are more visible in new projects: approval cycles for later infrastructure, new energy and industrial park projects may lengthen, compliance thresholds may rise, and bidding and financing processes may increasingly refer to EU standards. The flexible negotiating space previously built on bilateral friendship has narrowed. Chinese companies participating in the local market will need to invest more resources in due diligence, compliance and risk pricing.

The Kosovo issue remains an underlying variable that cannot be avoided. The EU treats normalization of Serbia-Kosovo relations as an important observation point in accession negotiations. Although it has not required Serbia to formally recognize Kosovo's independence, practical arrangements in bilateral trade and customs clearance are still being advanced. In the long term, this may affect Serbia's position in logistics and resource networks in the southern Balkans. However, under multiple constraints, a breakthrough on the sensitive issue of Kosovo's United Nations membership is unlikely in the short term, and the probability of large-scale conflict is low.

Recent political changes in Europe show that new governments brought to power by protest waves often take an active stance in criticizing old policies, but face tests in macroeconomic management. Serbia previously maintained a diversified balance in investment attraction to reduce dependence on a single market. The new coalition will need to balance the pace of EU alignment with domestic industrial interests. As EU negotiations and domestic reforms advance, Serbia's industrial policies, foreign investment access and infrastructure project arrangements will remain key areas of market attention.
