On June 15, U.S. President Trump announced during the G7 Summit in France that the United States and Iran have reached a framework agreement to end months of conflict. Both sides have completed the digital signing of a memorandum of understanding, with the formal signing ceremony scheduled for this Friday in Switzerland. Senior U.S. government officials subsequently confirmed to the media that Iranian Parliament Speaker Ghalibaf has signed on behalf of Iran. Under the agreement, both parties will implement a 60-day ceasefire and proceed with further negotiations on nuclear programs, strait openness, and economic reconstruction.
Following the announcement, global capital markets reacted sharply. The three major U.S. stock indices surged significantly, with the Dow Jones Industrial Average hitting a fresh intraday record. In commodities, international oil prices plummeted by nearly 6%, gold prices rebounded by over 3%, and Bitcoin broke through the $67,000 mark.
During a joint appearance with French President Macron, Trump emphasized that preventing Iran from obtaining nuclear weapons is the core of the agreement. He noted that Iran has agreed to accept robust monitoring and enforcement mechanisms to ensure it cannot develop nuclear weapons projects in the future. The U.S. side will implement strict verification of Iran's nuclear activities, and any easing of sanctions will be contingent upon Iran's continued fulfillment of commitments. Trump also criticized the Iran nuclear deal from the Obama era, arguing that agreement provided Iran with huge funds without stopping its nuclear program, whereas the new deal will not grant economic benefits in advance, with all sanctions waivers tied to compliance.
Regarding navigation in the Strait of Hormuz, Trump stated via social media platforms that some oil tankers have begun moving and shipping lanes are safe and clear. Energy transport will resume flow as the peace agreement is formally signed and mine-sweeping operations advance. However, U.S. officials also pointed out that although the agreement stipulates the immediate reopening of the strait, actual normalization of transport will take time due to the progress of clearing mines left over from the war. The number of vessels is expected to increase gradually over the next one to two weeks. U.S. Vice President Vance expressed hope that the strait could remain open toll-free in the long term.
Information disclosed by Iranian media shows that both sides currently only stipulate a toll-free arrangement for the next 60 days. After 60 days, if a long-term agreement is reached, Iran may charge certain fees for commercial vessels to cover expenditures such as shipping safety and environmental protection. This discrepancy indicates that differences remain between the two sides regarding future long-term arrangements. Shipping data shows that currently, about 300 loaded oil tankers are waiting within the Persian Gulf, nearly 300 empty vessels are waiting to return near the Gulf of Oman, and another 250 ballast vessels are preparing to enter ports. Although LNG carriers have left the strait first, shipping industry professionals remain generally cautious, believing the situation on the ground differs from the optimistic headlines seen externally, with most enterprises still waiting for more security guarantee information.
After Trump announced the agreement, the U.S. government swiftly launched a media outreach effort. In interviews with multiple media outlets, Vance stated that the agreement is built on a dual-verification mechanism and that the U.S. held all the leverage during negotiations. If Iran complies with the agreement, the U.S. side is willing to gradually lift some sanctions. Additionally, U.S. officials revealed that the agreement may include reconstruction funding arrangements of up to $300 billion, which would become one of the largest reconstruction projects in the Middle East if implemented. Beyond the Middle East situation, Trump also expressed hope to promote de-escalation of the conflict between Israel and Hezbollah in Lebanon. He revealed that within 24 hours of announcing the US-Iran agreement, he had spoken with Ukrainian President Zelensky and Russian President Putin respectively, hoping to facilitate the end of the Russia-Ukraine conflict as soon as possible. It is expected that within the next 24 to 48 hours, both the U.S. and Iran will announce more agreement details, and specific arrangements for reconstruction funds await further confirmation.
