On February 24, the Ministry of Commerce of China (MOFCOM) issued an announcement deciding to add 20 Japanese entities, including Mitsubishi Shipbuilding Co., Ltd., to its export control list.
A MOFCOM spokesperson stated that this move is intended to safeguard national security and regional peace and stability, and the relevant measures are fully justified, reasonable, and legitimate.
According to the announcement, China will impose the following control measures on the 20 entities:
Prohibit the export of dual-use items to these entities;
Prohibit overseas organizations and individuals from transferring or supplying China-origin dual-use items to these entities;
Immediately halt ongoing export activities related to these entities.
In exceptional cases where exports are truly necessary, exporters shall submit an application to MOFCOM. The measures shall take effect on the date of the announcement.
The spokesperson pointed out that the 20 Japanese entities added to the control list have engaged in activities that contribute to the enhancement of Japan’s military capabilities.
For Japanese entities not on the list, exports of dual-use items will also be prohibited if they involve Japanese military end-users, military end-uses, or other end-uses that help strengthen Japan’s military capabilities, in accordance with the Announcement on Strengthening Export Controls on Dual-Use Items to Japan.
The spokesperson emphasized that China implements export controls in accordance with the law, aiming to stop Japan’s attempts at “re-militarization” and nuclear armament, and to safeguard regional peace and security.
The measures target only a small number of Japanese entities and are limited to export controls on dual-use items, without affecting normal economic and trade exchanges between China and Japan. Law-abiding Japanese companies have no reason for concern.
The spokesperson noted that the Chinese government has always maintained an attitude of openness and cooperation, and is committed to pursuing win-win economic and trade cooperation with all countries.
At the same time, China firmly opposes any country developing military strength and undermining regional stability under any pretext.
It is hoped that Japan will earnestly abide by the spirit of its pacifist constitution, adhere to its exclusively defense-oriented policy, and win the trust of its Asian neighbors and the international community with concrete actions.
