On October 11, the Guangzhou Market Supervision Bureau carried out a three-year action to promote the quality of cosmetics supervision, starting from the four aspects of optimizing the business environment, improving the regulatory efficiency, deepening the rectification efforts and promoting social co-governance, strengthening the regulatory capacity building and improving the quality of cosmetics.

In terms of optimizing the business environment, relying on the "Internet + approval" service platform,  we will fully implement the approval of the enterprise renewal license notification commitment system. Reduce the time  limit for approval, reduce the levels of approval,  and further optimize the work process and division of labor for license approval;  Standardize the filing process of ordinary cosmetics, establish a government-enterprise communication mechanism,  ensure the timely completion rate, unified verification scale, optimize service quality,  and improve the filing quality level of ordinary cosmetics.

To improve the efficiency of supervision, establish a classified supervision ledger,  formulate supervision measures for high-risk enterprises,  and focus on high-risk production enterprises and products such as dyeing and ironing, and children,  carry out flight inspections, and strengthen supervision at the source;  For the production enterprises with prominent problems found in flight inspection, we will conduct warning interviews,  urge the enterprises to fulfill the main responsibility of quality and safety,  find and analyze the causes of problems and possible hazards, and propose corrective measures;  Constantly improve the sampling inspection mechanism,  highlighting the full coverage of problem enterprises and risk varieties of sampling inspection;  Strengthen the risk monitoring of the illegal addition of prohibited substances in freckle whitening, acne acne,  children's and facial mask cosmetics and online sales of cosmetics;  Strengthen the sampling inspection of non-conforming varieties and production quality management system inspection of  enterprises in the past, and improve the effectiveness of supervision.

In terms of deepening the rectification efforts,  we will strengthen the investigation and punishment of illegal acts of cosmetics manufacturers in key areas,  and formulate a medium and long-term development plan for improving the quality and efficiency of the cosmetics  industry, combating counterfeiting and controlling inferior products. Joint public security, environmental protection,  housing management and other departments to carry out cosmetics production and operation, warehousing and logistics,  publicity and research and development of the whole chain multi-link comprehensive management;  For high-risk enterprises whose products have been repeatedly notified of non-conformity by superior regulatory  authorities and denied that non-conformity products are produced by their own enterprises,  we will carry out retrospective verification;  Cosmetics will be included in the scope of key products in Guangzhou's annual crackdown on infringement and  counterfeiting work, and will be included in the annual "double" assessment indicators of each district bureau,  strengthen the "connection between the two laws",  and increase the intensity of the crackdown on illegal and criminal acts of cosmetics and the time for handling cases.

To promote social co-governance, strengthen the training of cosmetic laws and regulations and technical specifications;  Continue to promote the high-quality development of cosmetics, and further enhance the reputation,  visibility and influence of Guangzhou cosmetics industry;  Carry out international comparison research and improvement of cosmetic quality to help improve the safety and efficacy  of cosmetics;  To build the country's first "nine-in-one" cosmetics "one-stop" service platform,  and actively declare the creation of a national cosmetic quality brand promotion demonstration zone;  Establish a research center for intellectual property protection of the cosmetics industry chain,  strive to set up a rapid intellectual property rights protection center for the cosmetics industry and intellectual  property rights protection assistance and protection workstation, and create an "integrated,  one-stop" intellectual property protection service platform.

At the end of May this year,  the country's first "nine-in-one" cosmetics "one-stop" service platform was awarded in Baiyun District.
