People's governments of provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under The State Council:

In order to fully implement the spirit of the Party's 20th National Congress and the Central Economic Work Conference and the national "two sessions", implement the requirements of The State Council's key division of work in 2023, deeply implement the employment priority strategy, take multiple measures to stabilize and expand employment, and make every effort to promote the development and benefit the people, with the consent of The State Council, the relevant matters concerning the optimization and adjustment of stable employment policies and measures are hereby notified as follows:

First, stimulate vitality and expand employment capacity

(1) Increase policy support for job expansion of enterprises in industries with strong employment capacity. In a timely manner, we will sort out the list of enterprises in the region that have strong employment capacity and are related to the national economy and people's livelihood as well as production and supply guarantees, equip employment service specialists, and establish a linkage mechanism for job collection, skill training, and job delivery. For the employment of key groups such as college graduates, under the premise of meeting the conditions for issuance, the use of "direct compensation and expediting" and other models, a package of social insurance subsidies, employment subsidies, vocational training subsidies and other policies. We will support local governments in adopting local policies in line with state regulations to provide strong support for enterprises in industries with strong job creation capacity to expand job supply.

(2) Support financial institutions to carry out stable job expansion services and loan business. Financial institutions are encouraged to extend loans to the real economy and small and micro enterprises that have a large number of jobs, good effect on job stabilization and good employment standards, and support their job stabilization and expansion. Support financial institutions to optimize the loan approval process, reasonably determine the loan amount, increase credit lending and other support, and provide renewal support for qualified small and micro enterprises under the premise of law and compliance and controllable risks.

3. We will bring into play the multiplier effect of entrepreneurship in creating jobs. We will focus on the entrepreneurial needs of college graduates, migrant workers and other groups, support them in launching entrepreneurial projects with low investment and low risk, and engage in creative economy, personalized and customized cultural business operations. We will implement policies on guaranteed loans and discount interest for start-ups, simplify guarantee procedures, waive counter-guarantee requirements for qualified implementation, and improve risk-sharing mechanisms and bad debt write-off mechanisms. Start-up guarantee loan borrowers due to natural disasters, major emergencies affect liquidity encountered temporary difficulties, can apply for renewal of repayment, the period is not more than 1 year in principle, the policy implementation period as of December 31, 2023.

4. Increasing support for skills training. To meet the needs of the construction of a digital China, a healthy China, and a strong manufacturing country as well as the industrial development of the region, we will actively promote all kinds of vocational colleges (including technical colleges), vocational training institutions and qualified enterprises to carry out large-scale skills training in key industries and occupations (types of work) that are in urgent need. We will make full use of funds such as employment subsidies, unemployment insurance funds, special account funds for vocational skills upgrading, and education funds for enterprise employees to carry out training, and provide vocational training subsidies and other support in accordance with regulations. Enterprise employees who have participated in unemployment insurance for more than 1 year or received unemployment insurance personnel who have obtained vocational qualification certificates or vocational skill level certificates can apply for skills improvement subsidies, and each person can enjoy subsidies no more than three times a year, and the policy implementation period is as of December 31, 2023.

5. We will continue to implement the policy of stabilizing and returning unemployment insurance jobs. Insured enterprises in the previous year did not lay off employees or layoff rate is not higher than the previous year's national urban survey unemployment rate control target, 30 people (including) of the insured enterprises the layoff rate is not higher than 20% of the total number of insured employees, can apply for unemployment insurance stable post return. Small, medium and micro enterprises shall return no more than 60% of the unemployment insurance premiums actually paid by enterprises and their employees in the previous year, and large enterprises shall return no more than 30%. Social organizations, foundations, social service agencies, law firms, accounting firms, and individual industrial and commercial households participating in the insurance in the form of units shall be implemented with reference. The implementation of this policy in the overall planning area of the previous year's unemployment insurance fund rolling balance provision period should be more than 1 year, the policy implementation period as of December 31, 2023.

Second, we will expand channels to encourage college graduates and other young people to find jobs and start businesses

(6) Encouraging enterprises to create jobs. For enterprises recruiting college graduates who have not been employed in the graduation year or within 2 years of leaving school, 16-24 years old youth who are registered as unemployed and sign a labor contract for more than 1 year, one-time employment subsidies can be issued, and the policy implementation period is up to December 31, 2023.

7. Encouraging and guiding community-level employment. We will stabilize the recruitment scale of grass-roots service projects such as the "three support and one Support" program and the College Student Volunteer Service Program in the West by 2023. Implement the special plan of "Rural Doctors for College Students", and implement the policy of exempting graduates of medical colleges and universities from applying for the practice registration of rural doctors. We will continue to do a good job in 2023 for college graduates to find employment and start businesses in urban and rural communities. College graduates who work in grass-roots units below the county level in the central and western regions, remote and difficult areas, and old industrial bases shall be provided with tuition compensation, compensation for state student loans, and high fixed salaries in accordance with regulations.

8. Supporting State-owned enterprises in expanding recruitment. For state-owned enterprises whose total wages determined according to the wage-benefit linkage mechanism are difficult to meet the demand for expanding the recruitment of college graduates, with the consent of the institutions performing the responsibilities of investors or other competent departments of enterprises, taking into account the number of college graduates recruited by enterprises, natural attrition and the salary level of existing employees and other factors, a one-time increase in employees and capital can be granted in 2023. The increase is factored into the payroll and is used as the basis for the next year's payroll budget.

9. Maintaining the number of posts in government offices and public institutions. Excavate the establishment stock of party and government organs and public institutions, coordinate natural attrition, increase recruitment efforts, stabilize the scale of recruitment and recruitment of college graduates, and reasonably determine the recruitment and recruitment time.

10. Implementing the plan to raise one million job apprenticeship positions by 2023. Extensively mobilize all kinds of enterprises, public institutions, social organizations, and so on, to raise no less than 1 million young apprenticeship positions, to provide apprenticeship subsidies for the employment of trainees, to pay for the basic living expenses of trainees, personal accident insurance, and guidance and management costs for trainees. For those who have not signed a labor contract with the trainee during the internship period, the localities can give the internship subsidy for the remaining period, and the policy implementation period is up to December 31, 2023.

Third, strengthen support for the bottom line of people's livelihood

11. Strengthening employment assistance for people in need. We will rationally determine and dynamically adjust the criteria for identifying people with employment difficulties, and promptly include zero-employment families, families living on subsistence allowances, poverty alleviation households, elderly, disabled, and long-term unemployed people in the scope of assistance. We will formulate personalized assistance programs, give priority to recommending low-threshold, guaranteed jobs of love, provide "one-to-one" employment assistance, and provide one-time subsidies for qualified graduates to find jobs and start businesses. For enterprises that recruit registered unemployed persons for more than six months and sign labor contracts for more than one year, one-time employment subsidies can be issued, and the policy implementation period is up to December 31, 2023. For those who find it difficult to find employment through market channels, we will rationally coordinate the placement of public welfare posts to ensure that at least one member of a zero-employment family is employed.

Ensuring the basic livelihood of people in need. For eligible unemployed people, we will do a good job of providing regular living benefits such as unemployment insurance, basic medical insurance premiums (including maternity insurance premiums) paid on behalf of unemployed migrant workers, and one-time living allowances. Eligible unemployed persons and their families with difficulties in living will be included in the scope of social assistance such as minimum living allowances and temporary assistance. We promptly launched a mechanism for linking social assistance and social security benefits with price increases, and provided full price subsidies to people in need in accordance with regulations.

Fourth, strengthen organization and implementation

(13) Refine the implementation policy. All localities should, in light of reality, refine and substantiate the various policies and measures specified in this notice to accelerate the release of policy dividends. Synchronous sorting out the local phased stable employment policies introduced in the early stage, clear optimization and adjustment opinions, implement the normal employment policies, promote the effective implementation of various policies, benefit enterprises and benefit the people, and provide a strong guarantee for the overall stability of employment. Important issues and experiences in the implementation of policies shall be reported to the relevant competent departments in a timely manner.

14. Improving handling services. All localities should continue to optimize the handling process, reduce links, reduce materials, reduce time limits, and prepare the review and release process and service guidelines for various policy funds. Accelerate the promotion of online processing, strengthen the comparison and identification of big data, promote more policies to enjoy, and improve the sense of gain and satisfaction of employment policies. Improve the coverage and accessibility of the policy, and eligible individual industrial and commercial households that participate in the insurance in the form of units can enjoy the same employment subsidy policy as enterprises. We will standardize the management and use of funds, strictly implement procedures and regulations, improve risk prevention and control mechanisms, and seriously investigate and punish illegal activities such as fraud and withdrawal, false declarations and false claims, so as to ensure the safe operation of funds.

(15) Strengthen publicity and interpretation. All localities should strengthen the publicity of employment policies, timely update and publish a list of employment and entrepreneurship policies in their own regions, sort out policies and measures for different groups and business entities such as college graduates and people with difficulties, and extensively promote stable employment policies in enterprises, parks, campuses, and communities (villages). Innovative policy publicity methods, timely provision of easy-to-understand policy interpretation, improve policy awareness, stabilize the expectations of all parties, and create a good social atmosphere.
