The measures clarify the main responsibility of the "first responsible person" of the producer and the territorial supervision responsibility of the market supervision personnel, require the producer to have a quality and safety director and quality safety officers, further clarify the main responsibility of the enterprise, the responsibility of the government leadership, the responsibility of comprehensive supervision and direct supervision, and fully protect the quality and safety of food-related products.
