Yesterday, at a press conference held in the Guangzhou Press Conference Hall, Guangzhou Customs issued 48 detailed measures to support the "Guangzhou Nansha Deepening the overall Plan for Guangdong-Hong Kong-Macao Comprehensive Cooperation facing the world" (hereinafter referred to as the "Nansha Plan"). Support Nansha Guangzhou in deepening the comprehensive cooperation between Guangdong, Hong Kong and Macao in four aspects: facilitating the convenient flow of elements of the Greater Bay Area, supporting the construction of key projects, supporting the construction of a comprehensive service base for Chinese enterprises to "go global", and strengthening the convergence of rules among Guangdong, Hong Kong and Macao.

The relevant person in charge of Guangzhou Customs said that it will strengthen the overall planning from the aspects of promoting scientific and technological intelligent supervision, promoting physical development projects, and serving the rapid development of new formats in Nansha, and further give play to the role of Nansha Pilot Free Trade Zone in expanding the opening of "experimental fields" and the policy functional advantages of Nansha Comprehensive free Trade Zone.

Mode innovation: Facilitate efficient and convenient flow of elements

"Nansha is an important area for the development of Guangzhou's foreign trade, accounting for about a quarter of Guangzhou's total foreign trade." Tang Qinglin, director of the General Department of Guangzhou Customs, gave a set of data at the meeting: in 2021, the total value of Nansha's foreign trade import and export was 260.03 billion yuan, an increase of 14.7%, achieving 9 years of sustained positive growth.

As an important foreign trade hub in the Guangdong-Hong Kong-Macao Greater Bay Area, Nansha has become an important node linking the world. Promoting the efficient and convenient flow of various factors such as personnel and goods, and enhancing the level of market integration in the Greater Bay Area is the key to the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Tang Qinglin said: "Guangzhou Customs based on Nansha to enhance the function of international shipping logistics hub, introduced 19 detailed service measures, such as scientific research materials, port logistics, China-Europe train, personnel exchanges, distribution center construction."

Chen Pin, deputy commissioner of Guangzhou Customs, introduced at the press conference that focusing on the key of "efficient and convenient flow of elements", Guangzhou Customs accurately grasped the positioning of Nansha as an important hub connecting the "Guangzhou-Shenzhen-Hong Kong-Macao" scientific and technological innovation corridor, and supported the pilot of "positive list of cross-border scientific research materials" and "white list" system for the import of biomedical research and development items. Support all kinds of scientific and technological innovation entities eligible for tax exemption to enjoy the import tax policy of supporting scientific and technological innovation during the "14th Five-Year Plan" period, copy and promote quarantine and supervision facilitation measures for imported animal-derived biological materials, and promote the free flow of cross-border scientific research materials. It is reported that at the end of September, Nansha Customs of Guangzhou Customs jointly with local government departments to conduct field research on the import of scientific research equipment, tailor-made the application plan for the benefit qualification, and helped Hong Kong University of Science and Technology (Guangzhou) successfully include the second batch of universities enjoying the "14th Five-Year Plan" science and technology innovation policy. Helped the import of scientific research equipment to complete the customs tax reduction and exemption verification procedures in less than one working day, and obtained tax relief of more than 1.5 million yuan.

Institutional innovation: Support the construction and development of key projects

In 2021, the number of customs registered enterprises in the Nansha Pilot Free Trade Zone reached 5,638, 5.9 times that of the Nansha Free Trade Zone when it was just listed. At present, Nansha Comprehensive Free Trade Zone has built the largest engineering plastic pellet distribution center in the Asia-Pacific region, and the distribution center of bonded medicine, food and wine, auto exhibition and trade is also becoming mature. From January to August 2022, the import and export of bonded logistics goods in Nansha Comprehensive Free Trade Zone was about 15.95 billion yuan.

Among the 48 detailed measures issued by Guangzhou Customs this time, key projects such as cross-border e-commerce business, "bonded +" business, and automobile industry chain are closely linked, and customs supervision services are continuously optimized to help the construction and development of key projects. In terms of supporting the development of cross-border e-commerce business, we will continue to deepen the application of cross-border e-commerce retail export return "package" measures, and support eligible enterprises in Nansha to carry out cross-border e-commerce retail import return center business. Speed up the filing of overseas warehouse enterprises, implement the "one place filing, common across the country", and support the development of cross-border e-commerce enterprises' export overseas warehouse business. To cooperate with local governments to strive for the implementation of Hong Kong and Macao OTC drug cross-border e-commerce import pilot policy in Nansha.

"In addition, the customs will also innovate supervision methods to promote the concentration of characteristic industries in Nansha." Deng Tao, deputy Commissioner of Nansha Customs, gave examples, such as supporting the bonded delivery business of agricultural products, chemicals, industrial silicon and other bulk commodity futures; Release the dividend of the export tax rebate policy for refueling fuel oil for international sailing ships, and support qualified enterprises to carry out bonded oil direct supply business in the province; To promote the development of bonded storage of cultural relics and cultural works of art, and bonded display outside the zone.

Since the beginning of this year, Nansha Comprehensive Free trade Zone foreign trade report highlights frequently, the first eight months of import and export value reached 69.5 billion yuan, an increase of 37.7%, the number of active enterprises increased by 15.56%. In the recent comprehensive bonded zone development performance evaluation results released by the General Administration of Customs, the comprehensive ranking of Nansha Comprehensive Bonded Zone has been upgraded to the highest level of Class A.

Innovation of rules convergence: to promote the optimization of the business environment and strengthen international economic cooperation

In the latest national business environment assessment, Nansha's cross-border trade indicators ranked first among the 18 national new districts. Chen Pin said that in order to support Nansha to better build new heights of opening up to the outside world and create a comprehensive service base for Chinese enterprises to "go global", Guangzhou Customs implemented a convenient customs clearance management model, supported the construction and operation of global humanitarian warehouses and hubs, and supported Nansha to explore and hold important international forums and exhibitions; We will support the high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP) in Nansha and help enterprises enjoy the benefits. To support the establishment of a comprehensive service system, continue to strengthen the capacity building of technical trade measures for accurate service, and promote the development of a Guangdong-Hong Kong-Macao Greater Bay Area research and review base on technical trade measures.

In the first nine months of this year, there were 8 approved exporters identified by Nansha Customs, and 137 RCEP origin declarations were independently issued by approved exporters, with a value of 72.86 million yuan; Goods imported and exported from RCEP member countries through Nansha reached 53.8 billion yuan, accounting for 35% of Nansha's import and export trade.

"The alignment of rules and mechanisms is one of the key and difficult points in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and the Nansha Plan proposes to 'create a highland for the alignment of rules and mechanisms', which will further stimulate the innovation momentum of Nansha in Guangzhou."
